What was your brief to get the quotes from people, the tighter the brief the better the estimate.
If it was "I want a property website" your going to get quotes ranging from a couple of badly designed web pages, to a whole Estate Agent mangement system which looking at your quotes is exactly what you got.

I agree Jen. I have done business analysis and QA, and while you can get good value from freelancers its usually if it is tightly specified.
If you don't have the time or inclination to specify your site to some detail, then it would be best to either hire a business analyst or get an all in web design company and pay a bit more.
